Fontaine de Tourny and the Parliament building of Quebec at early morning twilight in Quebec City. Fontaine de Tourny is a monumental work presented to the City of Quebec by La Maison Simons as a gift for the city 400th anniversary. The historic architecture building was designed by architect Eugene-Etienne Tache and was built from 1877 to 1886. With the frontal tower, the building stands at 52 meters or 171 feet in height. The Parliament Building is located in Place Assemblee National and sits on top of Parliament Hill in the district of Vieux Quebec Cap Blanc colline Parlementaire, just outside the walls of Old Quebec. This area is part of the borough of La Cite Limoilou. The parliament was designated a historic site by the Government of Quebec in 1985. The Parliament Building is home to the National Assembly, meeting place of Quebec 125 elected representatives who are elected by the people in each of Quebec electoral divisions. The National Assembly is the place where Quebec elected representatives debate questions of public interest and exercise their roles as legislators and overseers. The Assembly is the cornerstone of Quebec democracy and a fundamental institution of the State. Its Members sit in the Parliament Building, which is located in Quebec capital, Quebec City. The Assembly is separate from both the Parliament and the Government; it has the power to appoint the heads of certain government bodies (officers of the National Assembly) who must provide independent and impartial leadership.
